No. Sprinkler controllers are more robust and capable of more functionality than sprinkler timers. Controllers can have more complex programs and receive input from sensors. For example, you could program a controller to only water on Tuesdays, or to water every other day or any day except Tuesday. Timers have more limited functionality.
